Otis Blue was born on May 6, 1933, in Coahoma, Mississippi to Otis and Laura Blue. They relocated to Palmetto, Florida in 1957.
He was preceded in death by his parents, two children Christina Myrick and Ray Blue, four siblings, Louise Manuel, Jimmy, Andy, and Roosevelt Blue as well as his mother-in-Law Reatha Mosley.
Otis retired after twenty-nine and a half years of service from the City of Palmetto. He was a very diligent worker and could build and fix anything presented to him.
He accepted Christ as a young man and was a member of Mt. Raymond Missionar) Baptist Church. He later became a member of St. Paul Missionary Baptist Church.

On October 22, 2024, God called him home from his earthly home to his heavenly home.
He leaves to mourn his passing, his faithful and devoted wife of twenty-one years, Gladys Mosely Blue. Two sons Larry Blue and Ryan Mosely (Carmen), three daughters Brenda (Charles) Woods, Carrie, and Sabrina Blue, one brother, Willie Blue, four sisters, Pearlie Mae Allen, Johnnie Lou Magwood, Dorothy Mae Flowers, and Mary Gee. Six sisters-in-law, Lucille Hunter, Sadie Gilyard, Geraldine Sims, Carolyn Peterson, and Sharon Blue, two brothers-in-law, Van and Edward Peterson, fifteen grandchildren, twenty-eight great-grandchildren, and five great-great-grandchildren. Those left to mourn his passing are many nieces, nephews, and loving relatives.
